DEKLARATË PËR SHTYP

MABCO Constructions SA kallëzon në SPAK gjyqtaren që bllokoi ndryshimin e administratorit të VIA-s, të emëruar nga ortaku me vetëm 2% të kuotave, ndërsa njofton se ka nisur procedurat për arbitrazh ndërkombëtar për shkak të mosveprimeve në zhbllokimin e hyrjes në kantierin e Aeroportit të Vlorës.

Letër informuese i është dërguar Presidentit të Republikës, kryetarëve të partive dhe grupeve parlamentare, si dhe trupit diplomatik. Vendimi i Gjykatës së Lartë do të zbatohet. MABCO u bën thirrje të gjithë bashkëpunëtorëve dhe kontraktorëve të VIA-s që çdo veprim kontraktual ta kryejnë vetëm me miratimin e ortakut mazhoritar, MABCO Constructions SA.

MABCO Constructions SA u njoh dje me një vendim të marrë pa pjesëmarrjen e palëve nga gjyqtarja Miranda Naka, vetëm 24 orë përpara mbledhjes së ortakëve që kishte për qëllim zëvendësimin e administratorit të emëruar nga ortaku me 2% të kuotave, z. Valon Ademi. Ky i fundit, në bashkëpunim me struktura të Policisë së Shtetit dhe në mungesë të ndërhyrjes efektive të Autoritetit Kontraktor, ka bllokuar kantierin dhe ka marrë peng veprën e ndërtuar me investim direkt dhe ekspozim financiar të MABCO Constructions SA.

Ndërtimi i Aeroportit Ndërkombëtar të Vlorës është rezultat i një pune të jashtëzakonshme, përkushtimi të palëkundur dhe investimeve të konsiderueshme financiare. Megjithatë, pikërisht në fazën përfundimtare të projektit, të mbështetura nga individë që veprojnë brenda institucioneve shtetërore dhe me përfshirjen e strukturave të Policisë së Shtetit, ndërhynë në mënyrë arbitrare, duke marrë de facto kontrollin e aeroportit, duke paralizuar aktivitetin e tij për më shumë se një muaj dhe, përmes vendimeve gjyqësore që MABCO i konsideron të kundërligjshme, duke e privuar qëllimisht MABCO-n nga ushtrimi i të drejtave të saj ligjore.

Këto veprime përbëjnë cenim të rëndë të parimeve themelore të së drejtës, të pronës private, të sigurisë juridike, të të drejtave të investitorëve të huaj dhe të standardeve bazë të trajtimit të drejtë.

Vendimi i Kolegjit Civil të Gjykatës së Lartë në çështjen nr. 43000-00192-00-2026, datë 26.05.2026, i cili rivendosi të drejtat e votës së ortakut mazhoritar MABCO Constructions SA, iu komunikua Autoritetit Kontraktor, Ministrisë së Infrastrukturës dhe Energjisë dhe vetë gjyqtares më datë 02.06.2026. Në këtë komunikim u kërkua që institucionet të tregojnë vigjilencë të shtuar ndaj paralajmërimeve dhe kërcënimeve të dërguara më herët nga z. Valon Ademi për vijimin e bllokimit të kantierit përmes masave të sigurimit.

Pavarësisht këtyre paralajmërimeve, gjyqtarja, pa praninë e palëve, ka lëshuar një vendim kontradiktor, të pakuptimtë dhe në kundërshtim të hapur me dispozitivin e Gjykatës së Lartë, duke cenuar të drejtën ligjore dhe kushtetuese të ortakut mazhoritar me 98% të kuotave për të emëruar administratorin dhe për të zhbllokuar hyrjen në kantier.

Për sa më sipër, MABCO ka depozituar kallëzim në SPAK ndaj gjyqtares dhe ndaj çdo personi tjetër që, me veprime ose mosveprime, pengon në mënyrë të hapur apo të fshehtë zbatimin e vendimit të Gjykatës së Lartë dhe zhbllokimin e kantierit.

*Opinioni publik duhet të dijë se projekti është financuar nga investitorë privatë me mjetet e tyre financiare, ndërsa punimet janë realizuar nga kontraktorë dhe punëkryes që janë paguar përmes VIA-s, me financim të siguruar nga kreditë e garantuara nga MABCO. Pikërisht për këtë arsye, MABCO ka kërkuar vazhdimisht kryerjen e një auditimi profesional dhe të pavarur financiar, me qëllim verifikimin e burimit, shumës dhe mënyrës së financimit të projektit, mbi bazën e dokumentacionit bankar dhe financiar përkatës për çdo shpenzim të kryer.
Po ashtu, që prej muajit tetor, MABCO ka kërkuar kryerjen e një auditimi teknik profesional dhe të pavarur të veprës, i cili përbën kusht themelor dhe të domosdoshëm për sigurinë, cilësinë dhe certifikimin e çdo infrastrukture aeroportuale. Deri më sot, të dyja këto kërkesa legjitime kanë mbetur pa përgjigje dhe pa u realizuar.
Shtrohet pyetja: përse institucionet kompetente refuzojnë ose hezitojnë të mundësojnë këto dy auditime? Ekzistojnë arsye të forta për të besuar se pikërisht mungesa e transparencës mbi këto çështje lidhet drejtpërdrejt me privimin e padrejtë të MABCO-s nga e drejta e saj ligjore për të ushtruar kompetencat dhe për të marrë vendime brenda VIA-s.*

Përpjekja e MABCO-s për të mbrojtur të drejtat e saj ligjore vazhdon. Ashtu siç u dëshmua edhe me vendimin e fundit të Gjykatës së Lartë, drejtësia do të triumfojë dhe askush nuk do të mund t’i shmanget së vërtetës dhe përgjegjësisë ligjore për dëmet e shkaktuara MABCO-s gjatë muajve të fundit, për dëmet ndaj koncesionit dhe për cenimin e interesit publik për shkak të bllokimit të funksionimit të Aeroportit të Vlorës.

Në frymën e transparencës dhe korrektësisë, MABCO informon çdo subjekt apo individ që synon të hyjë në marrëdhënie kontraktuale me Aeroportin e Vlorës se MABCO është ortaku kryesor i shoqërisë VIA, me 98% të kuotave. Për rrjedhojë, çdo bashkëpunim, marrëveshje apo marrëdhënie kontraktuale që lidhet me VIA-n duhet të ketë miratimin paraprak të MABCO-s.
Çdo kontratë e lidhur pa miratimin e aksionarit shumicë dhe pronarit të 98% të kuotave do të kontestohet me të gjitha mjetet ligjore të disponueshme, dhe përgjegjësia për pasojat juridike do të mbetet tek palët që e kanë nënshkruar atë.

MABCO ka njoftuar Presidentin e Republikës, kryetarët e partive dhe grupeve parlamentare, si dhe trupin diplomatik lidhur me situatën në Aeroportin e Vlorës, e cila ngre shqetësime serioze mbi sigurinë juridike, mbrojtjen e investitorëve të huaj, respektimin e pronës private dhe funksionimin e shtetit të së drejtës në Shqipëri.

Po ashtu, MABCO ka informuar qeverinë shqiptare se, përveç rruges së mundimshme që do të bëj për të kërkuar drejtësi deri të istanca e fundit të nstitucioneve shqiptare, poashtu duke shfrytëzuar të drejten e saj kontraktuale dhe të atyre që rrjedhin nga marrëveshja bilaterale për mbrojtjen e investimeve se ka nisur procedurat për arbitrazh ndërkombëtar për shkak të veprimeve të pafavorshme dhe mosveprimeve të institucioneve shtetërore në zhbllokimin e kantierit dhe në mbrojtjen e investimit të saj.
MABCO i drejtohet arbitrazhit ndërkombëtar për të kërkuar sigurinë juridike, mbrojtjen e investimit të saj dhe rikthimin e administrimit të ligjshëm të VIA-s, me qëllim dhënies fund të sekuestrimit të jashtëligjshëm nga Valon Ademi, me mbështetjen ose mosveprimin e MIE-s dhe institucioneve publike.

MABCO dëshiron të theksojë se çmon mbështetjen e jashtëzakonshme të qytetarëve të Republikës së Shqipërisë dhe nuk dëshiron që pasojat financiare të veprimeve të disa individëve të rëndojnë mbi qytetarët shqiptarë. Megjithatë, zgjidhja e kësaj situate varet tërësisht nga vullneti i institucioneve shqiptare për të respektuar ligjin, vendimet gjyqësore dhe të drejtat e investitorit ligjor.

Pas vendimit të Gjykatës së Lartë, në vend që MABCO të lejohej të ushtronte të drejtat e saj, ajo është përballur me ndalim të përsëritur për hyrje në kantier, me qëndrime të vonuara dhe selektive nga MIE, si dhe tashmë me një vendim të Gjykatës së Shkallës së Parë që tenton të zhbëjë efektet e vendimit të Gjykatës së Lartë.
MABCO konsideron se rreshtimi i disa gjyqtarëve, i MIE-s dhe i organeve të tjera shtetërore nuk mund të trajtohet më si rastësi. Këto veprime dhe mosveprime krijojnë dyshime serioze për koordinim në përpjekje për zhveshjen e MABCO-s nga investimi dhe të drejtat e saj ligjore në Aeroportin e Vlorës.

Ne do të vazhdojmë të ndjekim të gjitha mjetet ligjore për vendosjen e drejtësisë, jo vetëm në Shqipëri, por edhe përpara forumeve dhe institucioneve ndërkombëtare, aty ku sundimi i ligjit, mbrojtja e pronës dhe respektimi i të drejtave ligjore përbëjnë parime themelore dhe të pacenueshme.

Jemi të bindur se kjo situatë e papranueshme do të marrë fund dhe se Aeroporti i Vlorës do t’i rikthehet administrimit dhe kontrollit të pronarit ligjor mazhoritar, i cili ka mbajtur dhe vazhdon të mbajë barrën financiare, ligjore dhe profesionale të këtij investimi.

Vendimi i Gjykatës së Lartë do të zbatohet. E drejta nuk mund të mohohet. Drejtësia mund të vonojë, por nuk mund të ndalet.

Tashmë rreshtimet dhe qëllimet janë të qarta. Secili do të mbajë përgjegjësinë e vet, ligjërisht dhe publikisht. Ministria nuk mund ta paraqesë më këtë çështje si një “mosmarrëveshje ndërmjet ortakësh”, kur në fakt bëhet fjalë për sigurinë juridike të një investimi madhor, për respektimin e pronës private dhe për funksionimin e shtetit të së drejtës në Shqipëri.

National University of Sports in Astana

The First Deputy Prime Minister of the Republic of Kazakhstan, Roman Sklyar, inspected the construction progress of the National University of Sports in Astana, accompanied by the Minister of Tourism and Sports, Yerbol Myrzabossynov, and the Vice President of Mabetex Group, Agim Pacolli.

The facility is one of the largest infrastructure projects in the field of sports and represents a multifunctional complex. The construction of the educational institution is being carried out as part of the implementation of the Head of State’s instructions on developing sports infrastructure.

The first phase of construction was completed in May 2025 and has been put into operation. The first phase includes: a sports college for 500 students, a dormitory for 500 places, stadium under-stand facilities, an indoor athletics arena and swimming pool, as well as a multifunctional complex.

As part of the second phase, the university building with a research center, a dormitory for 1,000 places, a medical and rehabilitation center, a residential building for teaching staff, and a stadium are planned to be commissioned. Construction works are expected to be completed by the end of the current year.

Renovation and rehabilitation of the Palais des Congrès of Lomé

Mabetex Group is proud to announce the successful completion of the comprehensive renovation and rehabilitation of the Palais des Congrès of Lomé, a historic and iconic venue located in the heart of Togo’s capital.​ Originally inaugurated in 1981, the Palais des Congrès has long served as a central hub for political, cultural, and social events in Togo. The recent renovation project, initiated in July 2024, encompassed a complete overhaul of the facility to meet modern standards and requirements.​ The scope of the project included extensive work on both the exterior and interior of the building. The Archive of the President of the Republic of Kazakhstan

The President of Kazakhstan Mr. Kassym-Jomart Tokayev visited the newly completed building of the Archive of the President of the Republic of Kazakhstan, accompanied by the Mabetex Group President, Mr. Afrim Pacolli. The Archive of the President of the Republic of Kazakhstan is another major achievement, by Mabetex Group, both in terms of preserving the country’s documentary heritage and providing a hub for education and research. The inclusion of advanced technologies, like climate control, digital storage, and interactive exhibition areas, shows a strong commitment to safeguarding the nation’s historical records while also making them accessible for future generations.

National Scientific Oncology Center

The President of the Republic of Kazakhstan Kassym-Jomart Tokayev has inspected the progress of construction of the new building of the National Scientific Oncology Center, accompanied by the Minister of Health, Alnazarova Akmaral and President of Mabetex Group Afrim Pacolli.
The new center will concentrate all the world’s unique technologies for the diagnosis and treatment of malignant tumors.
The head of state has noted that the construction of this Center will make it possible to efficiently solve priority problems in the healthcare sector. – “I congratulate everyone on this unique medical institution. There are not many such institutions in the world. This will be the flagship of medical practice and science in our region,” he concluded.

The head of state called the opening of such a unique facility a great achievement of domestic medicine.

Embassy of the Republic of Bangladesh in Berlin

Mabetex Group, with its President of Mabco Constructions SA Mr. Emin Pacolli and its client, The Embassy of Bangladesh, Ambassador Mosharraf Bhuiyan, were proud of holding the groundbreaking ceremony on Friday for the construction project of its new chancery, located at Tiergartenstraße, the traditional diplomatic quarter in Berlin.
Architects of ‘Peter Ruge Architekten’ responsible of architectural planning, ambassadors and diplomats from Indonesia, India, Kosovo, Maldives, Nepal, Sri Lanka, and the representative from the office of the Mayor of Berlin, attended the event among others.
In his inaugural speech, Md Mosharraf Hossain Bhuiyan, the Ambassador of Bangladesh in Berlin highlighted the extra-ordinary support received from the Berlin Senate.
Mabetex Group won the contract as a General Contractor of the project by an evaluation committee in early 2023 which was followed by a signing of a work contract between the Government of Bangladesh and the company in December 2023.

The Minister of Health of the RK at the official visit of National Scientific Oncology Center

Minister of Health, Alnazarova Akmaral has visited the new National Scientific Oncology Center (SNOC) accompanied by the President of Mabetex Group Afrim Pacolli and the Vice-President of Mabetex Group Agim Pacolli. It’s a unique facility which will provide the proton therapy – the first of its kind in the post-Soviet area, approximately 800-1000 patients will pass through it per year.

To ensure that it complies with international standards, the Government of Kazakhstan has assigned Mabetex Group for the realization of this project. The leading international specialists with extensive experience in this field were involved in the construction of the facility. The new Oncology center will become a real center of medical expertise and care for the health of people.

Embassy of the Republic of Bangladesh in Berlin

Today Mabetex Group signed a contract to build the new pioneering Embassy of the Republic of Bangladesh in Berlin. Vlora International Airport

Vlora International Airport is Mabetex Group’s largest investment in Albania. Prime Minister of Albania, Edi Rama, accompanied by the Deputy Prime Minister Belinda Balluku, has visited the construction site.  During the visit, the management of Mabetex was present, represented by Valon Lluka, who informed them about the progress of the project.

This project, announced as transformative for the tourism industry and which is expected to significantly boost the economy and employment, is progressing steadily, added the deputy Prime Minister Balluku. We are very satisfied that the works are continuing according to the set deadlines, she concludes.

Visiting the Olympic training base in Almaty

Vlora Airport Project Development

Today at the annual Passenger Terminal Exhibition 2023 in Amsterdam, Vlora International Airport (VIA) was joined by its operating and management partners, Munich International Airport GmBh, who will operate Vlora International Airport in Vlora, Albania. Present were the representatives of Mabetex Group, main shareholder of Vlora International Airport, Valon Lluka and Korab Toplica, and representatives of Munich Airport, from the executive management: Lorenzo Di Loreto, Dr. Lutz Weisser and Sebastian Selmeier. The opening ceremony of the newest and most modern hospital with Nuclear Medicine center was held in the capital of the Republic of Kazakhstan.

The opening of this important hospital was made by the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, together with the President of Mabetex Group, Afrim Pacolli.
A feature of the new center is a positron emission computed tomograph. There are no analogues to this device in the countries of Central Asia and the CIS.

Progress at the Vlora airport

Everything is going according to plan and the opening for air traffic will be in the summer of 2024.

Vlora Airport is an investment of the company Mabetex and after the realization of all phases, the investment will reach over 350 million euros and as such represents the largest private investment in Albania.

Mr. Afrim Pacolli was decorated by DOSTYK award of the 1st Class

The President of the Republic of Kazakhstan – Kassym-Jomart Tokayev decorated Afrim Pacolli DOSTYK award of the First class, for his contribution to the Republic of Kazakhstan, as the President of the Mabetex Group, one the first international company-builders to step foot in the country. Afrim Pacolli was honored with the highest merit and award by the state of Kazakhstan for his efforts and work in the country in the last three decades.  It is an order that is awarded only to the highest officials of states and outstanding people such as Kofi Annan, Ban Ki-moon.

At the occasional ceremony, Mr. Pacolli, declared that he is very happy to have received this award.  He said that he dedicates this award to the family, all his brothers, colleagues, and collaborators in the whole world without whom this success would not have been achieved.

Construction Site for families affected by the earthquake in Thumana – Albania

Mr. Behgjet Pacolli and Mr. Afrim Pacolli together the Albanian Prime Minister have delivered the apartments built for the families affected by the earthquake.
We have closely experienced the transformative visions of this wonderful residential block built according to the strict European standards, i.e. an environment with modern buildings, beautiful colors, walks, green spaces, children’s games, spaces for commercial activities, for new commercial activities etc. Funding for the project (over 1,250,000) was made by the “Behgjet Pacolli” Foundation.

Inauguration of Sheikha Fatima Children’s Hospital in Pristina, Republic of Kosovo

Vjosa Osmani, President of Kosovo, on 13th September 2021 inaugurated the Sheikha Fatima Children Hospital and Surgical Centre in Pristina, in the presence of Albin Kurti, Prime Minister of Kosovo, Arben Vitia, Minister of Health of Kosovo, Mr. Behgjet Pacolli, the founder of Mabetex Group and the Chairman of the Board of Directors, and Mr. Valon Lluka, the director of  Mabetex Holding.

The hospital’s construction took place with a generous donation by H.H. Sheikha Fatima bint Mubarak, Chairwoman of the General Women’s Union (GWU), Chairwoman of the Supreme Council for Motherhood and Childhood, and Supreme Chairwoman of the Family Development Foundation (FDF), the “Mother of the UAE,” as part of her international initiatives.
Built in Pristina within the campus of the University Clinical Centre of Kosovo in record time, considering the pandemic period, the first pediatric hospital in Kosovo is the largest humanitarian project in this country focused on providing high-quality healthcare to children.
The centre is conceived as an integrated structure to house the more efficient and modern technologies for the care of the sick children and supports the existing structure dedicated to women. The total surface of the building is of 11’105 m2 on 4 floors and 117 beds.
The hospital is high-technologically equipped with several specialized clinics, a state-of-the-art radiology and diagnostic imaging department, departments and emergency services for mothers and children. It was equipped with numerous colored designs and finishes; the friendly face of the numerous painted animals accompany the little guests in their diagnostic-therapeutic path producing a psychological positive effect.

Urban Redevelopment in Northern Macedonia

Mabetex invests over 50 million Euros in the Municipality of Chair in Northern Macedonia.

On the  Skanderbeg Square, where the National Hero guarded the Albanian Municipality in Skopje, today, 30 years after we built together with Albanians around the globe, we unveiled the first Mabetex project in Northern Macedonia worth over 50 million euro which we will invest, build and manage by  the company which our CEO, Mr. Behgjet Pacolli  founded many years ago.

An extraordinary project that will bring to the Municipality of Chair more parking spaces, greenery, recreation and sports facilities, and that will ultimately improve the lives of their citizens and transform public spaces for more economic development, more tourism, and more employment.

We are honored that we have chosen the Municipality of Chair to realize this investment. We will connect the Albanians and we will build with taste and style, as we did all over the world and as we are doing today in Albania.

The Vlora International airport

The Vlora International airport will be located 150 kilometers (90 miles) southwest of the capital, Tirana, close to the Narta Lagoon and the Vjosa River.

It will have a 3.2-kilometer (2-mile) runway and is planned to be able to handle up to 2 million passengers a year.
It will also offer aircraft maintenance services, which are not currently available in the country.
Prime Minister Edi Rama said the airport will promote tourism and economic development, making Albania “a country where the number of tourists, visitors will increase exponentially.”
Rama praised Mr.  Behgjet Pacolli, as the person “found at the right place, at the right time to make something fantastic for Albania.”

Air Astana, the national airline of Kazakhstan, is the ‘Official Carrier’ of the Astana EXPO 2017, which will be held from 10th June to 10th September 2017 in the ultramodern Kazakhstan capital of Astana and is expected to attract over two million visitors.
